I don't think reds are stupid exactly. They do have a lot of - learned helplessness? But some of that might also be species differences.

"What do you mean learned helplessness?"

" - like - imagine if every time you were creative or did something without specific instructions or went to people with a complaint you got in worse trouble, you'd probably after a while just - stop trying things and stop experimenting and stop acting without specific instructions and stop asking for help? Like that. They complained about not having any hot food but they didn't try to start a fire, that kind of thing. It's not that they were stupid - it's not that they couldn't figure out a fire - it's something else -"

Buuuuut what if enough of them want to, that the ones who don't, can't support their area's red needs on their own.

Uh then maybe they can consolidate to other red districts that are understaffed.

The ones who don't want to move don't want to move because they're attached to their homes.

Well, Elves won't make them leave but they'll replace the stuff with magic stuff once the reds who want to leave have left.

But then they will be killed if they stay.
