She nods seriously. "We might need to know things about how exactly they are occupying Voa."

"Probably. To make sure we can do all the things they're doing which are important once they leave, too."

Nod nod.

And so they look into how the Imperials are occupying Voa!

Not very nicely! Many details are military secrets, of course.

He can read minds.

Then he can know all the military secrets!

"You'd think they'd be less clumsy now that they've been put on notice that we're broadly supportive of secession movements."

"Maybe they think you don't mean anyone they already conquered in their own original land."

"Anyway it'll be easy to find Voans who want Voa back if the Imperials are keeping a curfew and demanding special privileges and getting away with hurting people and things."

"Yes. And they're doing their stupid children permission thing."

"Even though there are planets now." He shakes his head. "We should discreetly interview Voans so they don't get in trouble for talking to us."

Nod.

" - I don't want to dye my hair but maybe if the Valar did it very temporary we could be yellow or something and go survey people."

"I don't want to dye my hair either. We could do a phone survey but you couldn't do faces."

"We could wait for winter and do it bundled up."

"Yes. In hats. I should be a little older anyway."

"Will being older make you better at running Voa once you get it back?"

"Yes. I will understand things about being a grownup and I will look more serious."

Nodnod. 

They study extra hard. He is not growing up fast enough to run places any time soon but that is okay because he does not need to because his family has not all been killed. 

Planets are finished for everyone who wants one. District by district reds are replaced with magic and invited but not required to go live on the red planet instead. Governments are threatened with all kinds of vague trouble if they bother reds who don't want to go live on the red planet.

They mostly manage to only nonfatally bother the reds! For example, when all but one apartment building in this district has been emptied, they can knock down all other buildings in the neighborhood, dig out unclean foundations, and start over, leaving the reds in the apartment building no way to leave and having to order all of their food delivered from a handful of places that will do that. Then phone service goes out. The reds in the apartment building go to the red planet.

This escapes the notice of the Valar. 

Does it escape forumgoing Elves?

No! Uh, in future they can deliver food and goods and so on.
