The politics tutor says that the Empire is relaxing the controls and making the various things that historically earned a permission worth more but some people still don't get any at all, especially if they aren't native Oahkar, have criminal records or health problems, or have a history of unemployment.

"It's not," agrees Avalor.

"Health problems and criminality are known to be at least partly genetic," says Tutor Davao.

"But the Valar can fix them."

"It's not clear yet if they can also fix what makes them hereditary," says Tutor Davao.

"Sure but they can fix the kids too so does it really matter?"

"Of course I'm Voan and partial to the Voan ways," says Davao, "but to be charitable to the eugenic interest, there are two potential problems - one is that indefinite reliance on Valar to change the psychology of citizens is itself awkward because it makes many domestic facts contingent on foreign policy, and another is that criminality is not perfectly hereditary, so either the Valar will be applying their changes to innocent children or we have to wait to see if they commit crimes."

"Yeah, okay. If everyone could have children to start and then you lost the right if you committed crimes that'd be a little fairer since it's not like you wouldn't know."

And then can they meet Avalor's great-uncle.

Her uncle Bar is not genetically related to her and doesn't look anything like her, even not counting the flaxen yellow hair. He hugs Avalor.

"This is Prince Nelyafinwë Maitimo of the Noldor and this is Olórin, a Maia," Avalor says.

"Hello," says Bar, "it's good to meet you."
