Looks like this switch got flipped! Innocent accident. Shipments get diverted all the time if there is a shortfall, it's more common in winter, bad luck.

They bring the reds food. Why are shipments diverted if there's a shortfall? That doesn't seem fair.

Well see once food has gone into the red district no one else will take it. If it gets sent to a regular grocery store and there's leftover it can go somewhere else that could use it.

This is such a weird way of allocating food. Elves offer to make up the shortfalls in future.
