The Valar announce that they've done as much as they can in Singularity (they can't bring back peoples' babies in that critical period either, but they can get them earlier versions) and are setting up portals between there and Sanity as soon as they are confident they've cleaned up the plague. A bunch of Elf architects have this wild idea for a fivedimensional city where alternating intersections are interdimensional portals between various Valinors and they get eagerly to setting it up.
"I'll summon an angel and clear it up, don't worry. I really do appreciate your flexibility with all of this."

The bureaucrat leaves them alone when the unauthorized landscaping is gone.
He arranges some more visits and then that's all the people who answered a summons and they can just hang out with Cam. They do. They cut it out with the sleep-skipping songs and Mingling declines to sleep not wrapped up in Cam's wings so the bureaucrats will just have to deal with that.
The GCP is very interested in getting Vala assistance with the capture of some dangerous daeva who have not answered their summonses, and are persuaded of the logic of having immortal summoners available for planet-holing demons. They are not super impressed with the confidential war information thing (they seem to think you should not give demons confidential war information) but don't make a huge deal of it in light of other concerns.
Great. So planning can proceed on a partnership and custody of Cam can be transferred via dismissing and resummoning him?
For confidential war information reasons he is entirely certain Cam will answer a summons from him. But if he doesn't, of course.
The GCP would like to check the binding and verify the summons is answered.
Naturally. The binding is very strict and GCP-compliant except for the absence of a gag.
They're not suuuuper thrilled about that part. People are not secure systems and can be talked into things.
"It's sufficient for angels and fairies? Are demons regarded as better at talking people into things?"
"When you're already talking about handling of murderers aggregate population likelihoods of being a murderer seem irrelevant. Anyway, our standards for the rights of prisoners are incompatible with taking away their ability to write and speak."
They want to know if he has a certification equivalent to the one they require of their summoners demonstrating the capacity to resist temptations to prematurely dismiss or snap bindings on daeva.
"We do not yet have a certification process for that. We would be open to developing one, but he fed my home world into a black hole, I am not worried I will be unduly tempted to send him home."
They're really more worried about binding snapping. Their closest calls have been in emergency situations where someone wanted daeva assistance in a hurry.
"Keep in mind that death is not very much a disaster for us. If someone murdered me right now I would be mildly inconvenienced. It's harder to confront us with an emergency and we have less to lose if one occurs. And the stakes could never match the war that just concluded, during which everyone kept their heads."
That satisfies their substantive objections. Does he need to address the demon to be sure it will answer his summons?
"I need to tell him it's from me, yes, and how to distinguish it from other active ones if there are any - should I expect any, do you still have circles open for him -"
