He tries! They have quite a bit of information about the state of affairs of the alliance, they have understanding of the individuals here, they could be useful as hostages if they get caught or so as to give information about how to get the rest of them to defect…

Grumble grumble but what about their friends and family.

… They're important, obviously, it's not a good solution, but – what about the rest of them? What about – everyone under his regime?

People vary in how much they care.

Well he tries to forward recommendations for the people who seemed sincere and who he generally trusts to be sensible on this matter. Some of them have provided proper arguments and reasoning for why they should be allowed out (and also got Anthony to check for character references from other people, if that helps).

She argues about some of them.

He argues back where he disagrees with her.

Eventually she reaches a conclusion.

There is a click from their door.

"We are presumably let out!" says Anthony, to Dayo.

"Yay! ...why did we want to get out again?"

"So we could go talk to them and maybe figure out what they're up to? I guess?"

"You can do that telepathically."

"Right, but you might get more out of it by talking to them directly or something?" He shrugs. "That was last we were talking about, I think, is all."

"Yeah fair enough. Wanna go there?"

"Why not." Pause. "Okay, so why not is that we could keep cuddling for a bit."

"Yep. That is a very good reason why not."

Snuggle.
