"You're as bratty as ever," the Tsuchikage grumbles. "You'd usually be a good candidate, Tsunade... You weren't associated with Konoha during the Third War, or even until the last few years, but you carried yourself well in the Second War. But I'm not sure I'd be willing to trust the Leaf as a whole after what Danzo's pulled."
"There's little he's pulled that any of us wouldn't have attempted given the tools," the Mizukage says, voice bored, chin resting on her hand. "You've done plenty of underhanded things yourself, old man."
"I've never violated the ground rules of a Summit," he snaps back. "That's a step too far. We need to trust these things for them to do anything at all."
"Danzo's actions weren't sanctioned by my administration," Tsunade says, leaning back. "But I can understand your wariness. Honestly, us old guard probably all have too much bad blood... I know I have plenty of people who hate me still, even just from the Second War. Which, for trust, leaves us with the newest generation - and perhaps the Mizukage, given how little she's been involved in any of her predecessor's actions."
"Eh, I'd rather hand the position off to that wolf than take it myself," the Mizukage drawls. "Assuming she comes back - I presume she's still chasing that masked man? She certainly has a record of neutrality."
"Then I understand you're removing yourself from consideration?" Mifune asks, and the Mizukage nods.
There's a round of fervent discussion - mostly from the Kage - which Mifune cuts off.
He steeples his fingers. "Very well. There's concerns for each of you - those here to represent the 'earth's concerns' should not be given dominion over human forces, due to different tactics needed by us and different concerns. That removes Okami, Isobu, and Ellisaria from consideration. Of the those here to represent the minor villages - Konan is too entangled to be trusted in fully opposing the Akatsuki. I recuse myself, in my role as arbiter. Sasuke is young, untested, and has a history of conflict with others - as well as a deep association with Orochimaru and the Akatsuki. I would consider myself, Sasuke, and Konan removed from consideration, though somewhat more tentatively."
He pauses, then: "Of the Great Five, the Mizukage has removed herself. The Tsuchikage is known for carrying grudges, and there are natural concerns about his age. I would judge him removed from consideration. The Raikage is skilled, and knowledgeable, but I would judge his temper and history of militarization during peacetime remove him from consideration. That leaves the Hokage and Kazekage. The Hokage is more tested than the Kazekage, but has more enemies. The Kazekage has shown himself to be reasonable, but lacks a good portion of needed knowledge..."
He turns then to Isobu, Ellisaria, Konan, and Sasuke. "Of course, I've heard the opinions of the Kage at length. Do any of you four have something to add to my analysis?"
