"I can make arguments for either course of action. This temple is well-warded, but so was the Imperial Palace. It's chief benefit at the moment is its secrecy and the fact of my coming here, but I am not sure we can trust that to last. If I keep moving, it will be harder for the Mythic Dawn to catch up with me and lay another siege, though they may get lucky and chance across our path."

"Traveling with Azi specifically also represents a unique opportunity. As Nerevarine, she has great sway in Morrowind which has always rested uneasily in the Empire. If she uses her influence on my behalf, I could bind that province to us much more tightly."

"They could possibly get better at sending large, dangerous groups through over time, and a portal would be a hell of a way to transport siege weapons. And they could force you to choose between watching Bruma burn and sending your defenders out to help."

"Politically, traveling would allow you to get to know Tamriel and its people before you have the weight of the office over your head."

"On the other hand, you could get trapped in a city being invaded with only a single guard and no walls to protect you. You'd be more vulnerable to assassins - Azi has to sleep, and you wouldn't be in a building you can control the entrances and exits to. You'd risk leaving a trail for the Mythic Dawn to follow, too, and you might be at risk from other enemies of the Empire if your identity is revealed."
