She is somewhere else. Very much against her will - somewhere else.
"I don't think I'm aware of any nation that would volunteer to join the empire. I think it's not very appealing to people who have developed their cultures under different constraints."
"I am beginning to get the impression that it's better for everyone's well-being and safety if there is no contact between different planes."
"From many reasonable perspectives that is probably the case. I'd love to leave, I don't like it here at all. I can't do it immediately."
"I know. The people at fault in this situation are those who exiled you from your last plane."
"Yeah, I'm pretty mad about that. There was a place on their own plane they could have exiled me to and I would've gone quietly."
The remainder of the conversation is much longer than this tag.
They’ll pay her airfare back to Thelm Ret afterward if she wants.
"Yes please, I have followup appointments likely in the offing."
The flight back is a lot like the flight to Mar Geru and the airport at Thelm Ret is tiny and not a long walk from anything else.
Will the person who helped her write her advertisement also tell her what it will cost to buy a small clear area of land?
This person is not a real estate investor or anything but can help her get that question better specified - does she want her place to be part of Thelm Ret or would she rather not be subject to its laws? Likewise the state of Ehima - and help her figure out whom to talk to (if she just wants to build a house in Thelm Ret, then there's a specific person she should talk to about it who even has specific office hours).
She wants it in reasonable commuting distance of someplace she can buy human food and see patients and stuff and could be flexible on most other features of the place. Building a house in Thelm Ret might be perfect but she has no reason to expect the specific person with the office hours leaves themself telepathable.
She definitely can.
The laws of Thelm Ret and Ehima, unlike the imperial laws, do include some requirements for buildings (for instance, they should be fireproof somehow, which she can get done very cheaply by a defense mage or a heat mage). Also if she's going to leave as soon as she possibly can, has she considered renting instead?
"I expect to be here for weeks at least and think I will be more comfortable in a house of my own creation."
"Can I will the proceeds of its sale to a government program less the work required to sell it?"
"Then I'll do that for the manumission subsidy I just got set up."
"Aha. Okay, well, we’ve got..." an assortment of areas with various tradeoffs between price and convenience to the city center. She can’t afford the closest options.
That's okay, she can fly. ...are there airspace use regulations.
She can fly low and slow or get in touch with air traffic control and follow their advice... or she can do what she wants, actually, if she refuses to contact air traffic control she’ll just be liable for any damage she causes (including damages resulting from delays in scheduled flights even if they successfully avoid her) and the law will not come to her aid if an aircraft flies into her.
Is two minutes to a mile okay? That's about as fast as she can go anyway.
