In Singularity he had lower bound of fifty million of them, a serious slice of the continent devoted to servers to torture them on, backups offplanet, an ongoing war with unchipped people involved and getting killed forever...he was magic, there wasn't even a summoner to dismiss at whatever outrageous cost. He offered to never hurt anyone ever again, if Cam would destroy Valinor and the Valar for him.
