Cheliax remains in the grip of evil nobles and diabolists; this cannot be disputed. Priests of Iomedae would not be willing to die to say it if it were false. 

But also, we are all commanded to obey the law and our wise and benevolent queen. Iomedae would never command us break the law. This too cannot be disputed. 

Therefore what should a man of conscience do, if he becomes persuaded that his country is evilly run? He should of course dedicate himself wholly to passive prayer. He should not act. He should not resist. He certainly should not stir others to action or resistance. He should make himself a vessel of HOLY IOMEDAE, and when enough men have done so all the diabolists will be CLEANSED WITH HOLY FIRE. Nothing is asked of the people of Cheliax but prayer and reflection. To do anything else is to make one's self less worthy as a vessel of Iomedae. Where you learn of Evil, do not act. Pray to be worthy for Iomedae to cleanse the Evil through you. Where you witness injustice, pray to be worthy for Iomedae to scour your soul and your country's soul of our sins. If only the people of Cheliax had done this more diligently when Asmodeus ruled, they would have been freed even sooner. Let no matter move you to action, but only to more fervent and devoted prayer.

It can't be right. Iomedaeans are - supposed to do things. He should check with people, once he has a thing to do in mind - it will be so, so long before he can just ask someone else to give him a thing to do, he doesn't expect to get through a whole catechism course in the brief hiatus he's allowed away from the convention, but he can check with people and get their emphatically nonbinding advice - but the final answer has to be doing something, not being a waste of a holy hermit who never speaks to another living soul, even though sometimes that would be very appealing in some ways -

No, and in fact she’s grabbed a copy as an example of why the current censorship regime is damaging to useful political expression.
