Q. What is Freedom of the Pen?
A. Freedom of the Pen is the right granted to all Virtuous Citizens of Cheliax to pen Writings on Diverse Subjects without fear of Punishment.

Q. Why has our Queen granted us Freedom of the Pen?
A. Our Queen, in her Wisdom and Virtue, has granted us this Freedom, that Virtuous Scribes might introduce the ideas of Well-governed Kingdoms and Learned Men to Cheliax, fearing no reprisal. For otherwise Virtuous Scribes might fear punishment merely for putting to pen something Disagreeable, or for suggesting a Law that, once put into practice, turns out to cause great Ills.

Q. Does Freedom of the Pen permit all writings?
A. Of course not. Freedom of the Pen permits only those writings which are Legal, Moral, and True, and which do not stir the Spirits of men to Anarchy, nor call into question the Good Judgment or Character of the Queen or her Appointed Nobility. Such limits ought be clear to all men possessed of Wisdom or Virtue, for to say that such Base Immorality is permitted by Freedom of the Pen is as if to say that Freedom of Testation permits a man to will his possessions to Abrogail Thrune.

Q. I have seen Pamphlets advocating for Anarchy, Vice, and Necromancy which have not been Prohibited.
A. Just as there are Thefts which go Unprosecuted because the Culprit concealed his identity or slipped away to a hidden safehouse, so too are there Pamphlets which have been Published without Punishment, despite their Wickedness. Yet such Thefts do not make Theft any less Lawless or Evil, nor do they imply that Thieves are protected by some so-called Freedom of Robbery.

Q. But is it not Freedom of the Pen that has caused the recent Riots?
A. That is a Vile Lie, spread by those Anarchic Men and Women who stirred up the Riots, for they know that in Truth there is no Defense as to their actions. For the Writings and Speeches which agitated for such Disorder were Anarchic and Immoral, and violated the Wise Decrees of our Queen. Do not allow their Diabolist Trickeries to Mislead you into believing the Queen intended to protect such Wicked Scribes; they shall face the Queen's Justice alongside their Riotous Compatriots.

Q. If it were not for Freedom of the Pen, would it not be easier to Prohibit and Punish those lawless individuals which use it as Excuse?
A. If a man wishes to foment Murder and Arson, he will hardly concern himself with the question of whether it be Legal to print such writings.

Simplicio: Theft is always Lawless and Evil.

Norgorber: Theft is Lawless and Evil only if you do it wrong. For it is true that I live in Lawful Axis.

Simplicio: By what means then does Rightly Done Theft become Lawful?

Norgorber: On the Road to the City, you were accosted by Armed Robbers. You must act in the Same Manner.

Simplicio: You must be mistaken. The road is well patrolled, I met no Armed Robbers.

Norgorber: What of the Plunderous Trio, each bearing a Deadly Sword, who demanded Coin as you passed?

Simplicio: Do you speak of the Dutiful Retainer of the Noble Count? They by Right collect their Toll.

Norgorber: Behold, Lawful Theft. You too could Lawfully collect Toll from the Wealthy Merchant upon the road, if Lawfully given Freedom of Robbery.
