In fact, the guilty party is wholly and entirely the person you see in a puddle of water. For if you killed an innocent, by setting a fire- you are at fault. If you robbed, or raped, or rioted- you are at fault. Not the Queen, or Asmodeus, or Iomedae, nor yet the Nobles, or the Delegates or the Skeletons beneath Westcrown. The guilty party is you, and you you alone. And you are who will be held responsible. Now, and at the end of your life.
