The woman moving forward to the podium as soon as it's open, is probably the youngest in the room. She's a bald girl sitting on a little thundercloud, six feet high, but even with that, it's clear that she's quite short for her age. 

"Esteemed colleagues, Great Queen, and fellow Citizens of our great nation"

She coughs, and blushes. 

"I, Viscondesa Lucía Velacruz y Montemayor, stand before you today not as a Condesa, but as a voice for progress from someone not subject to the corruptions of the past regime!"

Lucía looks out across the gathered Delegates. Experiences! 

"As a first step, towards the formation of the paradise in Cheliax that we all want, Our role, here today, is to forge a great constitution. For this, I propose the formation of a Senate, composed of all counts and those of higher rank, as well as all those able to achieve the fifth circle, to serve as an advisory body to our Queen!"

They are paying attention. To her! Yes!

"This is not a novel concept, but one that has proven successful in many countries across the face of Golarion. A Senate would serve as a crucible where our thoughts and powers can be forged into sound advice and support for the crown. Our combined experience and knowledge from across Cheliax far exceed what any single advisor could offer."

She coughs again.

"Thank you, wise Delegates!"

Lucia sits down.

Lucía is... bold.  And Thea can't really see the play?  The full details and implementation of a Senate would apparently require a committee to write them, so why put the idea out there so openly?  Perhaps to get it on the sortition delegates mind's early?  Or she means to draw out opponents of the idea early on the open floor?  There has to be some angle or strategy to it, in their brief meeting before Lucía came across as enthusiastic, not outright naïve.  It hopefully won't be a plan that backfires on Lucía, the thought of that makes Thea feel upset for some reason.  It shouldn't bother Thea.  If Lucía is prone to dangerous plans, best she destroys herself before Thea has committed to moving her monastery to her lands.

It does not occur to Thea that Lucía might not have some sort of elaborate plan, naïve or not.
