The Valar announce that they've done as much as they can in Singularity (they can't bring back peoples' babies in that critical period either, but they can get them earlier versions) and are setting up portals between there and Sanity as soon as they are confident they've cleaned up the plague. A bunch of Elf architects have this wild idea for a fivedimensional city where alternating intersections are interdimensional portals between various Valinors and they get eagerly to setting it up.

Eventually a fairy exits the building, accompanied by some air. "Hello. Unaccompanied daeva..." she blinks at the possibly not a daeva person... "are, uh, not allowed in the compound... you're not a daeva but you're standing around in vacuum by yourself, so..."

Ah. About two years ago, a demon was accidentally summoned to an alien world by an alien child. The aliens had faster than light travel, but had not heard of summoning; they had not found humanity and did not even know they should be looking. Shortly thereafter they sent emissaries to Earth. Among the many avenues of cooperation between the species which are now being pursued, the humans were hopeful that the alien gods - of which I am one - could aid them in bringing to justice daeva who commit serious violent crimes on Earth and do not answer a summons to answer for them. We can do that; we can traverse the realms safely.
Yes. Having retrieved them for you, portaling here so they could interface normally with your justice system seemed more natural than portaling to Earth or somewhere. I can move the portal if they want.

It seems the way they saw fit to do that was to yank the criminals to a random planet somewhere and then make that planet accessible to yours. Were you expecting them to coerce them into accepting the summons? That is not really the way they operate."
But then are the yanked criminals bound at all? They can't have them running around unbound on Ganymede, Ganymede is designed to hold strictly bound prisoners.
He suspects that this is handled safely, but they would have to ask the Valar exactly how.
So the idea is that the GCP will go confirm that the criminals are caught?
So they let Varda in and ask how the safety is being managed without bindings.
