Sidney Taylor arrives fifteen minutes early. He's dressed in a fairly conservative cut, dark blue robes with a faint shimmer. Nice fabric, good taste, perfectly uncontroversial. He's grown his light brown hair out the way more respectable wizards do, pulling it into a low ponytail. He examines the Dark Lady (and the lightly modified room) with an even expression except for a raised eyebrow when he enters, though he does almost immediately say, "I apologize if I kept you waiting, ma'am," as he steps inside. With a wry, almost self depreciating smile, "Work stops for no one, it seems."

"Not at all, Mr. Taylor. Diligence is a virtue, as they say. Won't you have a seat? Something to drink?"

He sits across from her. "Pumpkin juice is alright by me," he says.

She twitches her wand, and shortly a glass appears in front of him.

She takes her own water glass. "To your health."

He takes his, subtly (wandlessly and silently) casting a quick spell over it. "To your health."

Sip, as he studies her, then: "Bellatrix spoke highly of you, though she didn't give me a name."

"She had none to give. I have left such things behind me."

He hums. "You're an unusual woman, then. Most people cling very tightly to their names, here."

"That is one of the things I have returned to amend."

"How so?"

"When those in power are unwilling to relinquish it, there is only one language they are capable of hearing. Violence."

He frowns, leaning back. "Violence has a tendency to splash around," he says, evenly.

"I dare say that few still living would know that better than I, Mr. Taylor. But tell me, in the years since you've joined the Ministry, how much attention has your work gotten? Have the papers mentioned any of it? Would the wizard on the street be able to name one motion you've passed through the Wizengamot? Have any of your superiors done more than glance at your memos and allow them to buried under their in tray?"

He examines her.

"And what of the wizards on the street, who'll be caught up in the war?"

"If the war is taken to the street, it will not be I who pushes it there. But they, as all other beings, will have a choice: to take their future for themselves when it is offered, or sit and wait and hope that those bolder than they will remember to think kindly of them."

Hum.

"What will your society look like at the end, then?"

"Hereditary seats in the Wizengamot will be abolished, and the size of the body increased by perhaps a third. Membership will be term-limited and decided by popular election. A number of seats will be set aside for non-human beings, proportional to the size of the constituency and interest in involving themselves with the wizarding government. The judicial powers of the body will be broken out into a separate, dedicated group, which will be required to swear binding oaths regarding their impartiality and commitment to the law. Many laws will of course need alteration, particularly those involving underage magic in predominantly muggle communities and treatment of muggles who interact with wizarding affairs."

"The Ministry I expect to need a complete restructuring, and very few if any current employees will be keeping their positions. The Minister's position will be much more administrative, with most of the powers of decree devolving to the Wizengamot. Other points of interest to me are the internship policy, application process, and division of responsibilities between department. Of course, I would welcome your insight on the topic."

He raises his eyebrow. "Important steps."

Casually, then: "I'd recommend focusing a lot of restructuring on the Aurors and wider Department of Law Enforcement as well. Even if the judges are sworn to be impartial, it doesn't matter much if there's bias in who's investigated and when arrests happen."

"An excellent point. Aurors tend to be long-serving, so I expect significant resistance to change in that area."

"And it might be tough to train all new ones."

"A challenge to be sure, but also an opportunity to instill correct procedures in an entire generation at once."

He hums and nods.

"And you want me to help in this movement?"

"If you are interested, yes. I would value your perspective."

He mulls over that, then: "I need to think. And I wouldn't mind talking to Bella about this - and why she threw in with you."

"Certainly. In the meantime..." Food appears at the table. "Can I tempt you to dinner?"

He nods. "Alright." Small smile. "That was what the invitation was for, after all."
