Yes. We are used to having very few laws, and I think we will find laws we do not see the reason for very frustrating, if that might help you plan for such things.

 

He chats for a while longer and hops to a few more countries - Cene, some equatorial smaller countries, a brief stop back to Tapa who welcomed him first. He wouldn't mind hopping around forever but he'll need to think about fuel after enough of it, plus the Moot will come along rather slowly so it's better to start that sooner.

He reads things on the internet and posts some more pictures of treasure, and some wordless alien music full of slow low notes and some kind of string instrument, and another set of baby pictures. He declares the remainder of his exoplanet data, orbital periods and chemical compositions and so on, 'good enough' when he manages to bludgeon it into a giant spreadsheet, and sends it to Tapa. He tells all the governments who have emailed him and announces his OurPlatform account that he'll be back in less than a season, possibly as little as a month.

And then the alien is gone.

 

 

When he comes back five months later a good ways past the moons, the ship transmits a steady signal identifying it as the Wing of Change, declares an approach vector, and starts talking to individual countries via radio. The Wing of Change would like an appropriately neutral patch of ocean, coastline, or ground to land on where many countries can send representatives without interfering with each other much, please, who can offer that?

There's a little island out over there with an international research station on it, suggests Tapa; it's nominally Tapai territory but generally the research station handles itself and has scientists from all over.

What do the other countries he actually visited think of this research island?

Some of them have other candidate places (Voan lunar territory, this bit of tropics) but nobody strenuously objects to the island.

Tapa has taken the liberty of compiling a list of fish they don't mind if they eat lots of!

They brought along plenty of food for three Draak for a month, after which they will return to attend the Grand Moot, the concern is more for lots of boats puttering around and feet trampling the island's plants and so on.

The island isn't normally very high-traffic but it isn't in a particularly ecologically interesting area, there aren't any life forms endemic to that island that they know of (and the island is full of greens so they'd probably know).

Probably a manageable concern then. They'll be landing a mile offshore shortly.

(And the fish will still be good, thank you.)

The ship is suddenly on a suborbital trajectory that will take it on a nice low arc to the designated island. It settles into the water a lot lower than last time.

The welcoming party is Amseli and some foreign blues and some greens all standing on the shore waiting for them!

The Seeker settles placidly into the beach, followed by two others who circle in the air over the sea. One appears to be another Sapphire, but much smaller than Seeker, indeed possibly small enough to fit on a train car. The other is probably an Emerald, going by the green coloration, though she has plenty of pockets of color here and there.

Or, River. I also bring an Enkindler of noted skill who may be able to investigate whether the altering of Amentans to encourage mild springs through Enkindling is feasible. He trails off. 

...Less skilled and less motivated to become skilled in singing to Amentan minds. There will be fewer words and more feelings.

He looks towards the green figure in the sky and sings at them with an intensity that everyone present feels as a light brush of feeling despite it not being directed at them, and the pair start descending towards the beach.

The green one lands first, very gently, and pauses to straighten out their feathers before approaching the Amentans. Indeed every 'word' seems to come with a rush of feeling or a sensory impression behind it. The sendings at least come as sensible wholes instead of running together into one confused mass.

I am Bloom. (Anxiety, a footnote of her trust in Seeker) I am told you wish your natures were altered. (This is an understandable feeling and Bloom sympathizes!) Seeker says you desire to Create Life painfully much in Spring. (Hesitation) No. That you desire to have created life recently. (Good, she corrected her error)

That's the part many of us want to change, yes.

Seasonal Changes are often difficult to shift. (And she would know!) However, Enhancements or Dullings of things are easier. (Thankfully; Hibernating for a long time was awful but a short time is OK) Also to note: Enkindling of an individual to alter what exists already is Relatively Straightforward, but changing their underlying Essence (The thing that is passed on to children) Is far more uncertain.

That will affect how well it can scale if it's not hereditary and few people can perform the procedure.

It seems your kind (The green-headed ones? Something about color...) Has some knowledge of manipulating Essence. I have been told that Enkindling Amentans to have weaker springs would be Good in your minds (Pointless suffering is nobody's friend). A service worthy of Treasure even if it does not 'scale'. So I will Try.

Yes, we know some things about genetic engineering. Maybe our greens will be able to copy what's done for other people.

If it were so I would have no right to complain. (She is unsure if she would want to complain.) Seeker's concern is for the whole of the Onesong (and all that is good and right) But if I succeed it will be an unambiguous help. To begin, I must study a variety of Amentans, doing a variety of things, of a variety of ages. (More and more faces appear, hair a rainbow of color) One must see many facets to view the whole beautiful Truth! (The view zooms out and the heads turn into a field of flowers.) 

...It would help if it were Spring.

It will be spring in the southern hemisphere soon. Doing what kind of a variety of things?

I don't know. What do you eat? How do you exercise? What do you fill your days with? How do the thousand subtle things I think may be relevant shift from day to night to day as these things change? Many, many things affect the flow of Essence, often in subtle and non-obvious ways. I can't put it into words. I must Know a being's kind before even conservative Enkindling is wise, lest their new and poorly understood nature lead them to ruin instead of harmony.
