Incident Report, Korvosa, 14 Neth 4707

Executive Summary:

The primary goal of the Korvosan City Guard is to ensure the safety of the citizens of Korvosa, a population that totaled approximately 18,486 at last census. Secondary goals include dealing with crime, garrisoning Korvosa's mainland holdings, and warding off attacks from neighboring polities. This duty principally takes the form of slaying monsters such as dragons, magical beasts, and the undead before they kill Korvosan citizens. Towards this end, there are 700 active duty members of the Korvosan Guard, funded and equipped on a budget averaging 330,000 sails a year; they are supported by 300 Sable Company Marines funded and equipped on a budget of 530,000 sails a year. This investigation found that little to none of this budget was spent efficiently preparing for the incident on 14 Neth, leaving the city guard ill-equipped to aid in the events that followed even where they were adequately positioned to do so.

Consequently:

Shadows under the control of a necromancer successfully took Korvosa, resulting in 14000 deaths and 12000 additional shadows.

King Eodred Arabesti, Seneschal Neolandus Kalepopolis, and numerous other important members of Korvosa's government were slain and turned into undead.

Over 200 members of the Korvosan guard perished helping in the evacuation of civilians; 400 remain out of regular contact and under threat from shadows, and fewer than two dozen remain on the job in Korvosa proper.

All of Korvosa's population outside of the metropole is in ongoing danger from the shadows on the surface.

The surviving population of Korvosa was forced to evacuate to caves under the city, and in excess of 50,000 sails were spent on ensuring the safety of those inside.

Lord Toff Ornelos burned down large portions of Korvosa, dealing property damage that has yet to be fully tabulated but is estimated to be in excess of 100,000 sails.

Over 40,000 sails in expendable scrolls, potions, wands, and reagents were spent attempting to lessen the damage involved.

Loss of confidence in Field Marshall Kroft by Her Majesty Illeosa Arabesti lead to her replacement with Field Marshall Merrin.

 

It is the estimate of this report's authors that the vast majority of the above results could have been avoided with an investment of less than 100,000 sails in preventative measures, most of which would have also been useful in other crises.

Timeline:

Prior to the events of 14 Neth (Unconfirmed): The Rough Beast takes some action or set of actions that results in shadows suddenly becoming significantly more active than they had been previously. Unconfirmed speculation claims involvement of Milani and the Midnight Lord.

Prior to the events of 14 Neth: HE 1 gains control of two shadows, HE 2 and 3, via command undead and makes plans to assault Korvosa. He orders his shadows to kill all Korvosans and to command every shadow they turn to follow the same orders before setting them off to attack locations of his specification

Approximately 12:00, 14 Neth:  HE 2 makes landfall in old Korvosa and begins targeting victims, starting with a tenement building in Bridgefront built up against the waterfront.

Approximately 12:06, 14 Neth: The first Korvosan Guardsmen are alerted to the shadow attack, though details are still scarce. Watch Sergeant Verik Vancaskerkin sounds his bugle to alert guardsmen elsewhere in the city that a crisis is underway. A second patrol under Watch Sergeant Omerico Endrin receives independent warning, and does the same. Contemporary estimates put the shadow population at over 100.

Approximately 12:07, 14 Neth: The Sable Company Marines respond to the alarm and are briefed by A14. Lance Corporal Rutio dispatches Sostens and Vassus to fetch reinforcements from the temples while he takes to the skies to hunt down shadows; A14 joins in this effort.

Approximately 12:08, 14 Neth: The temples of Asmodeus and Abadar are briefed on the ongoing shadow attack by A14 and Sostens. A7 uses a scroll of mage's decree to inform the city of the ongoing crisis and tells citizens to seek shelter at the temples.

Approximately 12:08, 14 Neth: A2-12 Cast buff spells and set off to fight shadows.

Approximately 12:08, 14 Neth: Field Marshall Cressida Kroft learns of events. She sends a messenger off to inform the hellknights, has one of her subordinates cast sending from a scroll to Absalom to hire adventurers.

Approximately 12:08, 14 Neth: A1 uses a scroll of Mage's Decree to suggest citizens kill themselves rather than get killed by a shadow, and contacts a subordinate in Absalom to hire adventurers.

Approximately 12:09, 14 Neth: A1 uses a scroll of Mage's Decree to relay an evacuation plan he devised for those Korvosans unable to safely make it to hallowed ground. The plan is to go into the tunnels, and for Korvosa's casters to block off shadows from entering using their own shadows and thick stone. Contemporary estimates put the shadow population at about 500.

Approximately 12:09, 14 Neth: A1 begins burning down old Korvosa to deny the shadows additional victims

Approximately 12:15, 14 Neth: HE 1 and HE 3 begin attacking outlying Korvosan Farms

Approximately 12:18, 14 Neth: The shadow attack is mostly over in Korvosa proper. Approximately 1000 Korvosans took shelter in hallowed ground, 2300 in the tunnels, and between 500 and 1300 escaped by ship. Almost all others are presumed dead or undead. Contemporary estimates place the shadow population at approximately 12000.

General Recommendations

- Attempts should be made to arrange the purchase of a miracle diamond, ideally already within a scribed scroll of Miracle, in the expectation that within the near future there will likely be several occasions where using it will be money well spent. Estimated cost: greater than 200000 Sails.

- Additional areas Korvosa, particularly those near the entrance to the vault or other important locations, should be Hallowed and affixed with a death ward. Care should be taken to ensure the safety of the priest(s) in question while they cast it, such as use of Hide from Undead or temporarily moving large quantities of stone to form a barrier. Estimated Cost: 5000 Sails per Hallow.

- Efforts should be taken to encourage and incentivize more Korvosans to become clerics, particularly of good and neutral gods that grant them positive channeling.

- Clerics, including low circle clerics, should be equipped with scrolls of Consecrate and given training on how to identify optimal areas in which to cast the spell. Seminars should be given on the utility of such locations in undead outbreaks, including particularly wights and shadows. Estimated Cost: between 10000 and 60000 Sails, depending on desired redundancy.

- The Korvosan Vault should be consecrated by clerics as space and available second circle spells allow. Estimated Cost: 25 Sails per Consecrate.

- Changes to Korvosan zoning law to prevent this from reoccuring are recommended; in the judgment of this report's authors, use of zoning to force impoverished citizens into ramshackle, dense, and poorly lit tenements far from the center of Korvosa are a poor idea even outside of incidents like 14 Nex. See supplemental materials from House Arkona and Archbanker Tuttle for additional information. Estimated Cost: 0 Sails - the church of Abadar estimates that relaxing this policy would be to Korvosa's economic benefit even prior to recent population changes.

Recommendations to Watch Sergeant Cressida Kroft

- We don't have any evidence that this incident could have been avoided thereby, but given the priors we suggest that Cressida Kroft attempt to delegate more of her work.

- Watch Sergeant Kroft should make use of her extensive experience in recruitment to aid the Field Marshall in replenishing the numbers of the Korvosan city guard, as well as proactively identify any other areas where she might usefully assist in the management of the city.

- Watch Sergeant Kroft should consider carrying scrolls of Mage’s Decree for emergency pronouncements in time sensitive situations, rather than relying on other parties to do so. Estimated Cost: 1650 Sails.

Recommendations to Field Marshall Sabina Merrin

- The Field Marshall should expand the Korvosan city guard by arranging for the transportation of guards from the provinces, promoting rear-line staff with relevant skillsets to active duty positions, and recruiting for new openings.

- The Field Marshall should continue to coordinate with trustworthy Lawful organizations like Otol's Men and the church of Abadar to make up for lacking numbers.

- Additional funding should be allocated towards equipment aimed at combat with shadows, including undead-bane and ghost touch weaponry, with priority given to longbows. No set cost is included, but it is the estimation of this report that many such purchases are worthwhile in expectation, particularly given that the price of such goods is likely to go up in the future.

- The Field Marshall should seek to purchase and stockpile scrolls of spells like wall of stone, stone shape, and command undead for use to prevent incursions in emergencies. For lower level such spells, like Mage Armor, wands are reccomended. Estimated Cost: greater than 10000 sails before efficiency starts decreasing 

- The Korvosan guard should reconsider its policies involving the purchase of enchanted weapons going forward. Though it is not likely that broader access to enchanted weapons would have prevented this crisis, previous considerations of their relative costs and benefits to well-made mundane gear are judged unlikely to continue to hold going forwards. Estimated Cost: none presently, as supplies of such weapons are larger than the available talent pool, but going forward each person thereby equipped should be assumed to cost Korvosa between 100 and 200 sails a year.

- The Korvosan guard should consider greater international ties with organizations possessing useful expertise for the present crisis, particularly Lastwall. 

- The Field Marshall is to be commended for her proactive and thorough delegation of tasks to appropriate subordinates, and is encouraged to continue this practice moving forwards.

Recommendations to Seneschal Corbastia Lettice

- Sable Company Marines should be equipped with scrolls of Aspect of the Falcon and Keen senses as availability permits for greater combat ability where visibility is poor. Estimated cost: 7500 Sails.

- Sable Company Marines should be equipped with flight arrows, which would permit them to engage foes like shadows from further off without cost to accuracy, in sufficient numbers to permit sustained fire. Some of the weight budget for ordinary arrows should be shifted to compensate. Estimated cost: 2000 Sails. 

- Sable Company Marines should be equipped with Holy Weapon Balm, presuming it wasn't retconned away to explain why we don't already have it. Estimated Cost: 18000 Sails.

- The Seneschal should attempt to work with Lord Marcus Endrin to coordinate the Sable Combany Marines in the defense of Korvosa's remaining surface holdings.

- Efforts should be taken to regenerate the numbers of Sable Company marines after their losses on 14 Nex.

Recommendations to Her Majesty Queen Illeosa Arabesti

- Her Majesty should consider promoting people to positions of authority for reasons of merit rather than appearance.

- Her Majesty is encouraged to take out more loans in Korvosa's name, as the time discounting of money for Korvosa in the immediate future is most likely larger than the current interest rates on offer.

- Her Majesty should seek out additional adventurers to hold on retainer, particularly spellcasters, for the duration of the crisis; this includes but is not limited to members of the Pathfinder Society.

Recommendations to Lord Toff Ornelos

- Lord Ornelos is commended for his rapid response to the crisis.

- Lord Ornelos should consider being more willing to spend limited resources in the defense of Korvosa. It is the estimate of this report's authors that there are a number of high circle spells that, had Lord Ornelos cast them from a scroll, would have saved the city of Korvosa more money than those scrolls cost, and doing so and getting compensated thereby would have left both parties better off. This includes but is not limited to using Limited Wish to cast empowered Symbols of Healing and castings of of Daylight in support of the Sable Marines. If Hallow can be cast via limited wish without the former's standard casting time, it should also be considered for such situations.

- There are a number of spells laid out in paperback sources that would be very useful in this sort of situation, such as Aroden's Magic Army. Lord Ornelos should consider checking whether any of them are included in this campaign setting.

- Lord Ornelos should consider if there are cheaper ways to achieve ends he desires than hundreds of thousands of sails in property damage.
