"Depends how well you think you can screen them. A malicious person with access to Milliways could do a lot of damage and we are not clear what use of the bar constitutes misuse and will get us evicted, no one's ever tried to use it for mass improvement of the galaxy before. An arrangement in the town they lived in - that's where the door they can open is - and communications with the bar might be the best way to balance convenience and security."

Next couple are a dreamshaper and a municipal planner who's really interested in what kinds of cities you end up with when you have populations in the billions.
(It's a marriage of convenience. They're friends who both wanted a child and were getting old enough that putting it off was starting to look less and less feasible and didn't have anyone better to do it with.)

Have they seen the embassy -

They have seen the embassy and the municipal planner could probably reverse-engineer something off it but it's much more useful to be able to study the principles from sources that know what they're doing.

They don't have city planners immediately on hand but they could definitely ask the demons for whatever they needed.
