BY ROYAL DECREE

The people of Westcrown are reminded that murder, looting, and lawlessness do not serve to free Cheliax of diabolism, but to damn those responsible, impoverish our city, betray our Queen, and subvert the work of writing just and good laws for the Chelish state.

The Church of Iomedae condemns acts of murder, looting, and lawlessness, and recommends that any person with knowledge of diabolism or other illegal activity report such directly to the Crown until such a time as courts are established. Any person preaching that Iomedae commands the people of Westcrown murder one another is a liar. Priests of the Church of Iomedae were killed last night attempting to stop the lawless mobs and defend their victims. 

FURTHER

* The authorship, publication, distribution, or copying of materials, or the giving of speeches, calling, directly or through implication, for violence against citizens of Cheliax is illegal, and may be punished with up to thirty days imprisonment.

* The authorship, publication, distribution or copying of materials, or the giving of speeches, claiming that those who die in violent rebellion will attain paradise or escape damnation thereby is likewise illegal, as such a claim is false and many damned by it.

* Obtaining and keeping available in a public location such materials as described above qualifies as distribution of such materials. 

* In addition to the aforementioned punishments, persons involved in the authorship, publication, distribution, or copying of materials, or the giving of speeches, as proscribed above, may be held responsible for any deaths, injuries, thefts, destruction of property, or other harms caused by people incited to crime by said materials or speeches.

Oh, priests of Iomedae were killed last night trying to stop the unlawful mob they definitely did not want, okay, is that the story. How very tragic to have lost the priests of Iomedae in such a manner.

To her Majesty Aspexia III, the Queen of Cheliax &c. &c,

I write seeking limited and narrow permissions in exception from the recent Wise and Just Decree of 4 Sarenith condemning Lawlessness &c.

Inasmuch as I serve the Constitutional Convention as an appointed Delegate, I have need of limited Copying and Distribution of such materials as that said Decree does Proscribe, solely for the purpose of carrying out the Work of said Convention. I am aware of the Dire Need and Reasoning behind this Prohibition, being myself a Victim of the recent Unrest. I seek only the following limited Permissions: to Copy, in very small amounts, and to Distribute, only within the Membership of certain Committees of the Convention, namely the Committee on Matters Pertaining to the Judiciary and the Committee on Promulgating the Teachings of Virtuous Churches to the Misled Chelish People.

I am prepared to give a Full Accounting of any Copying and Distribution done under such a Permission to the Crown regularly, at such Times and in such Manners as the Crown may demand.

If the church of Iomedae is too powerful to publicly punish their clerics and Select Valia has made herself too much of a problem by promoting riots, killing her off in the riots is the perfect ironic solution, and it sends a message to people that can decipher events.  Priests plural… maybe a few other troublesome Iomedaens were purged?  She’ll think of other possible implications and intentions.

Even more tricky, Dia needs to convince Thea of this.  Thea was never taught and never learned politics in the first place, and has been kind of naive at accepting the veneer of Goodness put over the fundamental truths of realpolitik.  Not that Dia is well informed herself, but she can at least see the obvious intended messages.  At least predicting the riots has bought her some extra credibility with Thea.
