diabolism is bad

The Queen and her archmages have abandoned us! They have pardoned diabolists for their crimes, as if mere words could possibly forgive their sins. They have forbidden us even from publicly naming the diabolists who still walk among us, as the Thrunes forbade us from speaking out against their rule. They have invited diabolists — soul-sold nobility, Hellish priests, child-murderers, Hellspawn — to their constitutional convention, asking such men to shape our laws, and condemned those delegates brave enough to speak up against them.

Now is the time for all true patriots of Cheliax to take up arms against the scourge of diabolism! Those who live shall be heroes, and those who die shall be martyrs of Heaven. Let the heads of the diabolists swing from the lampposts, and let the streets run with their blood. Burn down their houses until nothing remains but ash and rubble. And when every diabolist is dead, we will take the fight to the steps of the palace, and drive out the corruption at its root.

Well. Someone is trying to convince a lot of idiots to get themselves killed ("we will take the fight to the steps of the palace" in the face of archmages?) while making it harder for the new queen to govern (by killing her nobles). 

Probably some loyal diabolist, hoping to send as many not-yet-reformed souls to Hell as possible by using them as tools for revenge against the queen; the method suggests a Geryon cultist. (Not that other possibilities can be discounted, but it pays to keep an eye on the main chance.)

One might think that after decades of Hellish rule, everyone could see through trickery as blatant as this, but . . . no. This sort of thing wouldn't have worked before the Four-Day War, but now there's just enough hope. Too many people still in their hearts convinced they're doomed to Hell will grasp at it. And many will wind up in Hell because of it.

The diabolist who wrote this pamphlet is going to be so smug about that.

(Viricanilla knows it's not virtuous, but she's taking a bit of her own satisfaction in knowing that smugness will die when that diabolist does, and he finds all his service in life has bought him no respite from the tortures of Hell.)
