A psychic field is created by the unconscious or conscious manipulation of psychic energy. 

Inside the Master's home universe, every being has their mind, on some level, tied to the psychic energies surrounding them. These energies can be manipulated by them or used to manipulate them. 

Individuals whose control of their psychic field has shifted from the unconscious to the conscious are harder to manipulate and can in turn, manipulate the psychic fields of others. It is theorized that, if someone were able to remove all unconscious connection to their psychic field, they would be entirely impossible to manipulate. This however, is deemed impossible. 

 

The most common use of the psychic field is to communicate information. It is possible to send memories and emotions and raw information. Almost anyone can learn to do this, given sufficient practice. It is easier to exchange information if both parties are cooperating, difficult to exchange if only one party is participating, and near impossible if one party is resisting. 

It is also possible, though illegal on Gallifrey, for an individual with strong control of their own psychic field to exert control over individuals with weak control over their own psychic field. Time Lords, in general, naturally have enough control to be resistant to this, but some Time Lords who are not named have used this to dominate lesser species.

Promise reads the entire book twice. Then asks the TARDIS if there's more on the subject. It's a big step.

The TARDIS is happy to provide several other books on the topic.

She includes several instructional guides for training up various parts of one's psychic field, defense, offense, and communication. None of the included exercises seem particularly difficult, though a few of the offensive and communicative abilities require inborn talent and in general the exercises are time consuming. 

She also includes a textbook on how exactly the psychic field works. It is dense and technical, but with appropriate reference material Promise will eventually be able to make sense of it.

Her final inclusion is a book of case studies of various unusual and criminal uses of psychic fields. It is possible for individual's with sufficiently powerful psychic fields to pull thoughts out of the minds of others, but only if those others are unprepared. Continuous mind reading does not seem to be possible.

When Promise has read enough she goes looking for the Master. "I'll do it," she says. "Assuming the process of getting a field isn't itself horrible in some way."

"It shouldn't be, but then, it's never been done to a fairy before."

"Any guesses how that might affect it?"

"No clue. Magic's weird and fairies are weirder."

"Who has it been done to? Anybody? - Is there a way we can get messages from our future selves about this?"

"Three I know of, probably more I don't. I've never met any of them myself, but we could try to find them."

Then he grows serious.

"It is possible to get a message from your future self, but there are potential side effects. If it's done incorrectly, or if you're just unlucky, you could end up forking yourself."

"- okay, uh, what's the mechanism for that?"

"If you at any point change your own personal history enough that the current you wouldn't exist, you aren't erased. Instead, you fork. So there's a version of you who matches the new history, the history you changed. And then there's the old version, who originates from the history that no longer exists. The TARDIS would never let you meet a past version of yourself accidentally and time is resilient, so you don't have to worry about causing ripples that have this effect. But, if you deliberately interfere with your own past, you might fork."

"Okay, so maybe more research, and less cheating."

He makes a face.

"I should've known you wouldn't do this the fun way. So, what next? Books, interrogating witnesses, finding willing test subjects?"

"I'm sure we could eventually find a willing test subject fairy but I don't know where to start looking and I'm not sure I'm ready to go back to Fairyland yet. Books would be good - witnesses? Witnesses of what?"

He rolls his eyes.

"The other times this has happened? The three people I just mentioned?"

"We should try talking to the people who've had it done, yes, if that's what you meant."

"A quest!" he says. 

"Based on half-forgotten memories from two hundred years ago. We'd never actually find them, but I bet the TARDIS sees everything."

He grins, sharp and bright, at no direction in particular. 

"You know, TARDISes were actually designed to only take impossibly precise coordinations. You needed the exact centimeter and second of the place you wanted to go. There were years of classes on how to do it, which I never took. So it's a good thing I don't need to!"

"How hard is it going to be for me to learn to pilot the new one if that works out?"

"No. You're not doing that either. It's horrible. I removed it already. You'll need to figure out some coordinate system you like, since she's not in good enough shape to figure out what you want entirely on her own, but you can choose something less stupid."

"Okay, sounds good."

"So, we have three choices, details of which may be or may not be entirely fabricated."

He holds up a finger. 

"One. An ex-member of a hive mind. In the universe her species came from, hives broke apart when they exceeded 1000 members, meaning her species could never get very far. She discovered my native universe and thought psychic fields might be the solution. At some point she contacted the Time Lords who completely refused to help, of course, but she figured it out on her own."

He puts up another finger.

"Two. The space whale. As far as I know, their species naturally travels between universes, picking up valuable local abilities as they go. They've long since moved on, but took a psychic field with them. The Time Lords were all very relieved when they didn't want to stick around, since their psychic field trumped all of ours immediately."

He puts up a third finger.

"Three. A scout from an actively growing empire in another universe. Was all set to report back and start an invasion in mine, but then realized a personal psychic field could be used to remove all the compulsions the empire used on their soldiers. The Time Lords actually deigned to help this time, didn't feel like fighting a species that ate stars."

The Master communicates briefly with the TARDIS.

"She's found them, but isn't going to put us too close to start. Apparently I might get murdered if we startle them."

"Should I go alone?"

He waves a hand dismissively.

"Nah. We'll just make sure they see us coming."
