Long did the people of Westcrown suffer under Infernal rule! But not all suffered! Many chose the side of the devils and were enriched in their dealings with Hell! They stole our lives, our children, our very souls, and prospered, and the infection has not been stamped out yet! Many of those who are diabolists and devil-worshippers - unrepentant and still in full possession of those goods which they obtained by evil means - still proudly walk this city, pretending they are not Hell's servants! .......okay. This is fine! People can either a) read or b) not read. People who cannot read will not read this pamphlet. People who can read will also be able to read his letter, from Lastwall, confirming that they checked and he is actually Iomedae's now. He can just carry the correspondence on his person at all times. ...unless he is not given an opportunity to pull it out. Does Iomedae have any spells that only Her clerics can cast, like Abadar does? He should ask for one in the morning. Except if he didn't know about it, probably a lot of people don't know about it, and it won't be very good proof. ......also, people could have pamphlets read to them, and then, later on, be in a position to identify Blai and not have whoever read the pamphlet for them on hand.

He has faced down a wide variety of very intimidating demons in his time. He is not a coward, and he is still going to do his water route and his channels. But he is really missing being able to sentence people to play weird chess with him so he could hold a stack of fifteen rule variations in his mind and then pile as many moves ahead as he could cram in on top until all his thoughts were about bishops and pawns.

At least they spelled his name wrong?

Aniol brought three people with him: a wizard/valet, a maid (who he is sleeping with, but she can't have children and sometimes initiates so insofar as he's qualified to tell he's not even raping her), and his nephew, who is not a servant and really wanted to come along and see the big city. The fact that he's soul-sold is not a secret and one could have heard it anywhere, but every other servant in his employ is six hundred miles away! He asks if any of them in fact have a line to this pamphleteer, but they don't. Probably they told it to somebody else's servants and it was garbled at some point.

BY ROYAL DECREE

The people of Westcrown are reminded that any complaints of crimes or diabolism are to be directed to the Crown until such time as the Courts are re-established.

The people of Westcrown are further reminded that incitement to the murder of their fellow citizens is forbidden, as is the practice of violence against their fellow citizens. This remains true even when the citizens in question are accused of a crime or other evil deed.

FURTHER

Should any list be made of names, which accuses those persons named of crimes, or of evil deeds, or otherwise calls for violence against those persons, or through a lack of other meaningful content of public interest implies such an incitement to violence, then:

* The publication, distribution, or copying of such a list, as well as possession of such a list with intent to publish, distribute, or copy it are henceforth ILLEGAL, and may be punished with up to seven days imprisonment

* The authorship of such a list is henceforth ILLEGAL, and may be punished with up to thirty days imprisonment; Furthermore the author of any such list will be prosecuted as fully culpable for any deaths of named persons arising from the publication or distribution of that list, and will be prosecuted as partially culpable for the deaths of any other persons arising from the publication or distribution of that list.

* The possession of any such list, without intent to replicate or distribute, if acquired before the publication of this edict, is PERMITTED. However, any citizen in possession of such an item is encouraged to destroy it or turn it in to the city watch or any agent of the queen.

Blai takes a copy of the Decree and posts it in the temple because people who want to be Lawful Good should know this kind of thing.

He throws his copy of the accusation list in the fire over the objections of the knot in his gut that want it available to consult to make sure they definitely misspelled his name whenever he's feeling flinchy.

The decree is an immense relief.  One of Thea's worst case scenarios for the convention was that it was intended to provoke a civil war to allow the Queen pretext (or loophole to lawful commitments) for a second rounds of purges.  The decree doesn't rule out this scenario, but at least indicates if purges are to come from the Queen, she won't be indirectly wielding commoner mobs as blunt instruments. 

Thea takes a loose inventory of all her Abbey's collected pamphlets.  In between Estella's 'donations", freely given pamphlets, discarded pamphlets picked up by her students, and some actually purchased pamphlets they've built up quite a collection.  The outright accusations of diabolism, advocacy for burning at the stake, and several pamphlets advocating cannibalism (Thea thought those were jokes, but Dia doubted that and Thea won't take the chances) all go in a separate room from the library, buried underneath record keeping and private notes.  On second consideration, she adds several of the Badgers that were more direct and serious in their advocacy of human sacrifce, "The Elven Menace" (Elves count as persons, right?), a denouncement of the Count of Mequizena (even though it might be considered a beseechment to the Queen and not a call for peasant justice), a call for eradicating clerics of Asmodeus (hopefully the Queen has taken care of that herself), "Friend of the True People" (she's less sure Tieflings count as persons, they are kind of outsiders, but better to be safe?), and a few others.

Seeing the sheer variety of calls for death makes Thea slightly nervous that "Former Acolytes of the Sisterhood of Eiseth" (especially ones that were close to full initiation) could get a denouncement pamphlet themselves, but it seems the Queen has put an end to all that nonsense, and Thea can't imagine peasant mobs disobeying legendary adventurers.

Her Majesty is absolutely the wisest and most just! Lluïsa obediently burns her pamphlet copies, comfortably returning to only an everyday level of fear of mob violence. (Which is still a fairly high level of fear of mob violence.)

The first set of pamphlets is the best thing she's seen all week. Ideally, of course, their victims would have the chance to take revenge — but if not, it's better that someone put a stop to them than that they be allowed to just... live normal lives, after personally enforcing Asmodeanism or sentencing innocent people to death or torturing people on behalf of the crown. She doesn't recognize any of the names, so it'll be hard for her to personally do anything, but if there are even a few good people in Westcrown that shouldn't be a problem. Maybe there's value to be had in these pamphlets after all.

...The crown's pamphlet is a reminder that — no, of course not, the crown doesn't care about the ordinary people suffering under Asmodeus's reign. They'd rather have order than justice, never mind if it means diabolists can walk the streets like nothing happened. It's not like she didn't know that the nobility is all the same, but it still hurts to see it written out like this, proclaiming for all to see how little they care about their subjects.
