"Shadow dancing" refers to dancing without a partner, when the dance would usually require one, generally as a way of practicing the steps.

In this case it is a reference to the cueca sola, in which Chilean women would dance publicly without a partner as a silent protest against the government disappearances of their husbands and sons.
