Original surname not established; Dulac is a favorite pseudonym. He's famous as a terrorist/freedom fighter under the name "Jean Moulin."

Born on Earth, in France. Genetically engineered (technically) and hence not legally allowed to exist, in addition to being wanted for a wide variety of crimes. Extremely unusual in his time period for having a strong regional (French, of course) accent.

Default point of departure:
Age 33, having been in Milliways for three years, with a Genesis device 2.6 seconds from impact on the planet outside the door, where it will within seconds wipe out all life on the planet. Looking for someone to solve this problem.

Alternatively, can appear on the planet before the launch of the Device, or shortly after, without Milliways being involved.

Backstory:
Raised as an actor in the standard fashion.

Born with a rare, minor genetic condition, which results in an "allergy" to dermal regenerators. This became an issue when he had an accident during a fire stunt as a small child and was severely burned. Rather than resorting to ancient medical practices like skin grafts, his mother (a surgeon) found a colleague who did illegal gene therapy under the table, and had her fix Jean's condition. As a result, he falls under the Federation's definition of genetically engineered persons, and is not legally allowed to exist -- and also, technically, the property of the doctor who did the genetic engineering.

Together with his sister, has been running an underground resistance against the Federation since he was eighteen. Is wanted on dozens of planets under many different names, as a result; has been in and out of prison, and had a variety of narrow escapes.

Due to unfortunate circumstances, briefly ended up on a small colony planet together with a significant portion of the resistance. The Federation found out about this, and decided to solve quite a lot of their problems with one metaphorical stone, by dropping a Genesis Device on the planet.

The people on the planet had some warning about this, by virtue of seeing the ship arrive, but not enough to find a way to get off the planet. Jean, who had encountered Milliways a couple of times in the past, decided as a last resort to start opening doors.

With three seconds left on the clock, he opened a door that led to Milliways. He had enough time to jump through and slam it shut; he didn't have enough time to, for instance, get his sister. So he's been staying in Milliways for three years, making money however he can, trading for potentially useful things, and looking for someone who can save a planet in under 2.6 seconds.
