The only superhero in Novapest for most of the Tyrant's reign, Luminosa ("The Maiden of Light") maintains a strict ethical code that is generally why the Tyrant hasn't bothered killing her.

(In his defense, killing her is hard.)

Back in Saint Andrews she was known as having been a tinker who gave a bunch of other people superpowers and then accidentally tinkered herself into solid light so thoroughly she didn't count as being a tinker any more, or so the story goes. The rest of her team is dead except Greenrose, who is Countess of the Thirteenth and has hired tinkers to commission special devices to defend herself against Luminosa ever showing up in her palace.
