The Eastern Empire is the state in Velgarth which it is the least bad to grow up in, if you are a random farmer. This is the absolute most positive thing it is possible to say about it; a negative description would talk about ruthless consequentialism used as an excuse for governmental abuse of power, suppression of religious dissent, and mass mind control.
