One of the longest-lived supervillains in the Survivorverse, Livia served as an Italian Fascist spymaster and officer in WW2, and, when it fell, declared herself head of the Italian government-in-exile. Her superpower - to practice any human skill perfectly, to grant anything else this 'perfection' with a touch, and to destroy anything she has perfected with a thought - has made her a legendary threat, especially since she commands a small army of Perfected troops.
