A man, distracted from making a cure to save his son, watches him die. He breaks into a parallel universe to kidnap another version of his son, leaving them with long-term consequences from the weakened state of their universe. He runs an experiment, treating children with an experimental drug to give them psionic abilities. No one ever arrests him for this, but the two universes begin to war.

When the barrier between two parallel universes is weakened, one universe begins to face massive reality-warping problems. People on both sides start manifesting strange powers- as often useful as they are dangerous. An experiment involving psychic children, a war between the realities quietly escalating through the use of shapeshifters, and the confusing and mysterious presence of mysterious near-identical observers who appear throughout human history only make things more complicated

-Blue Earth: Standard Earth + several adults who as children were part of an experiment that gave them psychic abilities which are activated by a drug + weird phenomena (as much monsters and artifacts as superheroes). A secret, multi-agency task force called Fringe Division, officially within the Department of Homeland Security, investigates these phenomena, which they refer to as 'The Pattern'.

-Red Earth: Several decades ago, holes in reality have begun appearing and are managed by using an amber-like substance to preserve affected areas. The Department of Defense has a division called 'Fringe Division' which focuses on these world-ending threats, and Red Earth considers themselves to be at war with Blue Earth- they have sent engineered shapeshifters to Blue Earth to infiltrate it and destroy it so that Red Earth will survive.

A cop and her cop father connect across time using a ham radio. They manage to save his life, but this changes the timeline: now there's a string of unsolved murder cases suspected to be connected by a serial killer- and one of the (new) victims is their mother/wife. Solving a mystery across two time periods is difficult, since dad is the only one who can change things, and daughter is the only one who remembers previous timelines.
