When the Closing of the Portalcullis the year before last turned scattered dozens of alien explorers, scientists, ambassadors, millions of alien refugees from the dozens of worlds that had been invaded by technologically advanced insectish things (oh, and that's not to mention that some of the other worlds have magic and some of these people are wizards), into permanent residents of the Refuge for the foreseeable future, Portalpolis became the largest and most diverse of the Refuge's new cities. Aliens from as yet uncounted worlds were met by Refugites from uncountable subcultures.
In a metropolitan area where any two neighbors might have an inferential distance measured best measured in AU, civil suits are common and incivil ones commoner.
