Miscellaneous interpersonal conflicts! Miscellaneous purchases that people would like him to sign off on! This person suspects this rival of his is violating all the new Abadaran money rules they're supposed to follow, can the Knight-Commander send his Abadaran after him?

Can he solve the interpersonal conflicts by shuffling people and/or telling people who are wrong that they are wrong? Are the purchases sane? Which new Abadaran money rules precisely?

Some of them can be solved by shuffling people! Some of them have a person that's clearly in the wrong, but telling them so is frequently insufficient to actually solve them.

Most of the purchases people are willing to show him are basically sane, but this person is definitely overpaying and it would be difficult for him not to be aware of this fact.

The Abadaran money rules about not skimming money off the top for personal benefit.

What is the evidence that this guy is violating this rule besides that he's a Mendevian?

Guy who's overpaying insists that the quality is worth the extra cost.

Oh, he needs evidence...? ...It just doesn't seem like he's taking the rules seriously, and he seemed like he was nervous before they all went through the Zone.

A lot of people were nervous about the Zone and not taking the rules seriously is widespread. Blai needs to triage somehow and those features don't stand out.

How about he sends the Abadaran after him and if it turns out he was actually following all the rules this guy will pay for it?

Bane arrows should not be that expensive and ones that are actually poor quality will fail to have the magic stick to them so they'll be easily identifiable. Denied. (And the relationship between this guy and the supplier can go on the list for the Fiducia.)

Blai's estimate of how much of the Fiducia's time investigating a complaint of this magnitude might cost once amortized out is yea much, does he have that?

Sure, he can pay that if this doesn't pan out.

This bears resemblance to something that he does not approve of - people using the rules as bludgeons to give weight to petty grudges, and for something that would look a lot like a bribe - but it has the shadow of something he wants to encourage, a culture that encourages reporting violations and internalizing the costs of one's potential overextensions. He'll put the guy on the list unless the Fiducia thinks the former consideration outweighs the latter.

The Fiducia thinks his assessment here is reasonable.

It's getting pretty late; there are some miscellaneous administrative tasks he could handle overnight, but most of the people who might conceivably discuss issues in person with him are heading to sleep.

He doesn't need much sleep any more! He will do tasks. The more on top of the tasks he is the less everything will suffer when something inevitably comes up to distract him from them for a while.
