"It was not." The Jedi are not going to object if he takes the ship he's been assigned out of the dock and once they're out of the dock he can go wherever he needs — better to ask forgiveness than to waste precious time on asking permission and getting it approved while Seku is — 

Elvee was not particularly programmed with a desire to obey anyone.

It turns out that when you have never gotten into trouble before, and you are walking very purposefully to the dock with your assigned droid, nobody is particularly inclined to question you. 

He's quiet on the flight to Tatooine. 

Elvee sits on the floor close enough that Marlo can touch him if he wants to.

He touches Elvee when he doesn't need both his hands to fly. 

He'll try flying over the deserts first, less because he's particularly expecting Seku to be there than because it's fast to check by air. 

Seku does not appear to be in the desert.
