Can you teleport outside? Sure.
Is it safe? So long as there's no rain to smudge your diagram it's basically as safe as doing it indoors. And in Lucien's defense there wasn't any rain at all, right up until the last sylabble of the incantation.

"They might. I don't think they will be able to interfere from a world away, and we only need a hundred volunteers, and I haven't been getting the impression that they needed to wake up at any point in the process so there's no worry about getting their memories back to their mainline instances, right?"
"Their bodies need to take actions - I enchant human bodies to do that without waking and if elf bodies are broadly similar I wouldn't expect an issue?"

Lucien can provide further specifics about the dimensions and necessities of the resurrection space they'd want - they'll need enough space to build what amounts to a small indoor swimming pool.

"You need the blood to be a few feet deep for the tentacles to unfurl properly. I guess if you can create blood from nothing we don't need the tentacles to refresh it for multiple uses, but we'd need some way to remove the blood after each ritual."
