Professor Coeliaris has pre-cast "Clarion Call", which makes her louder, a spell nearly all major lecturers at the Arcanamirium pick up at one point or another. She has also cast an extended "Eagle's Splendor", which lecturers mostly don't use in class.

Today, she uses them to get the attention of the delegates. Her voices rings, pure and clarion, as she speaks. 

"My lords and honored delegates, I am

Professor Coeliaris of the Westcrown College of Wizardry as was, a hundred years ago,

Professor Coeliaris of the Arcanaminium ever since, and now

Professor Coeliaris of the reestablished Westcrown College of Wizardry, as it exists again today!"

"Some of you will have known me, and come back to life, Some of you will have known me recently, and some of you will have never heard of my name. For, those, let me tell you that I have come here to support our great Queen in her reestablishing of Cheliax, the Cheliax that I love, the Great Cheliax where I learned my first second circle spell!"

"I now come before you, to ask if you will you join with me in the creation of a committee concerning the deregulation of magic education" (she glances at Aspex Ibarra) ", the setting of sensible constraints on the utterly dangerous acts" (she glances at the priests) "while making impossible the torturous strictures on wizards of the cheliax under hell?" (she looks at the nobles)

"As Aroden said, magic is the key to the mastery of the material. I believe that thoughts on many things-

the regulation and deregulation of magic,

the debts of the wizards,

the conduct of the sorcerers,

the requests I have heard for the restoration of the paratitles,

the pitiable soulsold,

the funding of the greater academies, and

all privileges and constraints of the present mages of cheliax,

that thoughts on these things may well find root here, in the fertile minds of the honored delegates, when gathered into a committee of the wise and the good!"

She smiles.

"If the delegates agree, I then urge you to join with me in voting for a committee concerning the most important topic, of Magic."

She bows.

The only thing he’s ever gotten from higher circle wizards is pain and humiliation, but ‘the debts of the wizards’ catches his attention.  If he can’t be on the slavery committee he could try something about his debt on the Magic Committee. Maybe that will be the final twist to the loyalty test, you get punished and rewarded in the way the ‘laws’ you invent recommend.  So he should be merciful to the loan shark schools in his recommendations so he doesn’t get punished that way.

Thinking more on such a twist, he admires the elegance and symmetry of the idea.  And it’s kinda Lawful Good, with the symmetrical application of principles?

He is not going to speak up in favor, but he’ll join the magic committee if he has the chance.

This doesn't actually call for longwindedness, the elf probably has this in hand.

He knows a thing or two about magic-users, and their need for regulation. He had been silently waiting out the convention, only voting when called on, trying to avoid the games of politics he barely understands, but something about the cleric's speech earlier has lit a fire in his heart. He will strive to be on this committee.

Molochio, in addition to being both a divine and arcane caster, is also, as far as he can tell, the only alchemist in attendance. Surely this resume qualifies one for the magic committee, no?

(While he isn’t dispositionally good at, or interested in, politics, he has a vague intuition that someone ought to be on the committee to represent the interests of the alchemists, and that may as well be him, he guesses. Anyway, it will maybe be interesting.)
