It's a bold step. He's not even sure what he's going for, but he's going for something other than being another 'illiterate peasant'. Maybe that'll mean connections. Maybe it'll mean he's a target when the riots start. He's a damned fool who's about to run his damned mouth either way.

"I have acquired a copy of Rahadoum's constitution and upon reading it, there's a lot of problems in it. Beyond the fact that it's obsessively biased against gods. I propose we make a committee for reading foreign constitutions and learning how they messed it up, so we can avoid the same fate."

It's intruding on the topic of his committee, but maybe he can settle this without starting a massive floor argument.

"Delegate... Ruben Oriol's proposal is wise... in the Committee on Any Necessary Alterations To the Forms of the Chelish Monarchy Given Its Long Interruption, under the direction of the noble Paladin Cansellarion, we have read and considered many constitutions and codes of law.  As Delegate Oriol has noted, many other constitutions lack the wisdom of the customs and laws of Cheliax of old before Aroden's death nor the new wisdom the mighty Archmagi and our gracious Queen have brought to Cheliax, refined from the failures of Galt."

"Still, as Delegate Oriol's proposal is basically the same as the current approach of the wisely created Committee on Any Necessary Alterations To the Forms of the Chelish Monarchy Given Its Long Interruption, I would disagree with his proposal and instead propose he join our committee and contribute his considerations to it."

There, that should appropriately praise everyone and placate Oriol without weakening his own committee's purpose.  Does more delegates make committees stronger or does it make them more dilute?  Whatever.

"I don't think it's quite the same, ser... Delegate Fernando. If there is a committe already existing that looks to learn from others then I'll withdraw but it seems to me that yours studies constitutions only incidentally, and not as a focus."

What is he doing. Why is he still talking. Because the smug face of a political noble trying to brush him off to irrelevance is annoying, most likely...

"I support the motion for the Delegate's committee. It seems to me that the number of committees dedicated to ensuring that a proper constitution is made is yet too few. "

Fernando's not a noble, but he is an elected, which is a step up from the random sortition delegates dragged in.  And what the fuck even is the brass skinned girl?  An axiomite spawn?

If this Oriol thinks he is too good for Fernando's committee, he can just go read constitutions off on his own.  And the brass skin girl can join him.

"The ultimate purpose of committees is to write proposals for the floor to vote on" -and thereby probe the loyalty, Goodness, Lawfulness, and other desirable traits of the delegates in the process.

"You are absolutely free to read whatever you like with other delegates, but such a group is not a real committee if it doesn't have some proposal it is working towards."

Like praising the Queen and saying she should have all the power she historically would have had and more, like his committee is going to do.

Séfora needs to not draw attention to herself.  The more attention she draws, the harder it will be to brush aside any accusations of banditry.  He should have been more explicit in their talk last night.

Anyway, this is all irrelevant, sooner or later the Queen will present some proper laws for the committees to approve and everyone to vote on and then things can resume functioning the way they are supposed to.  He should have explained that to Séfora as well.

“We could have another type of committee, that just looks at things and then sends what they learn to the other committees? Help out everyone who doesn’t know as much about all this?”

"While I don't mean to dismiss Delegate Porras's suggestion, which I think is very reasonable, I believe the most appropriate place would be the Committee On Alternative Political Arrangements To Monarchy And Ways They May Be Further Studied, not Delegate. It already exists and I think I speak for all of us in saying that we'd be happy to have you."

"Suppose that's reasonable."

It's going to be filled with insufferable arguing, but the general floor is, too.
