If you called Albert a street rat, he'd be immediately ready to scrap, any time, any place. Never mind that about half of nights of his life were spent sleeping in an alley somewhere, and that the gang he spent the longest time in was called the Lordstreet Longfangs. It's the principle of the thing; only your friends get to rag on you about anything.
As he becomes an adult, he settles down a bit. A city has many neighborhoods to it, but each of those neighborhoods has its own memory, and once the number of neighborhoods with more friends with enemies gets low enough, he starts being more careful. More salient to him is that there's only so many times he can go before an Asmodean and repent for petty thievery before he decides that it's better to be a carter and man on the outside for a gang, supplying them with tips but never touching anything hot himself.
He hasn't been an adult for long when the 4-day war happens, and he barely notices, except for celebrating with the crowd when the priests are run out of the temple. Soon enough, they're complaining about the new rule, and he resumes his routine, watching for opportunities to profit amidst the chaos.
So he has a steady address; he's on a census roll. When the archmages roll the dice for Hinji, his name comes up.
