It's not impossible she could get accidental magic some other way but it seems hard to test.

Yeah. Some of the people in Azkaban would probably be perfectly all right with some therapy, and some of them are unrepentant mass murderers. Maybe in a Lórien accidental magic couldn't do much damage?
