The people who make the magic happen, so to speak; they're responsible for turning what input they can *get* from the people who are chosen by the Will of the Multiverse, into a fully-fledged *world* that holds together when you poke at it.

Frankly, they're of two minds about the ones that have very specific ideas about how the world should work, too, (*coughharemprotagonistscough*, even the Will of the Multiverse sometimes picks up That Guy), but they do like the inventive ones. There's only so many times you can slap a conceptual elemental magic system on top of an Earth before getting a bit bored of it, and they've had all the time. *All* of it.
