The Valar announce that they've done as much as they can in Singularity (they can't bring back peoples' babies in that critical period either, but they can get them earlier versions) and are setting up portals between there and Sanity as soon as they are confident they've cleaned up the plague. A bunch of Elf architects have this wild idea for a fivedimensional city where alternating intersections are interdimensional portals between various Valinors and they get eagerly to setting it up.
It's not really an acceptable risk, is it. Technically possible that a greenmage daeva could force someone to take a circle, though I wouldn't want to convince a judge that mind control is a permissible way of making arrests.

It's good to have as an option for anything that bad. We also have (extremely costly and restricted) access to goldmages, who do limited time travel, so if another planet is ever holed tell us as quickly as you can and we'll undo it and warn you in time.

The prosecution's strongest argument is in fact that he didn't show. The defense establishes that he has seldom actually even discussed suicide and does not do so in an encouraging manner and that his absence can be explained by his "well-documented activist beliefs" better than by expectation of a guilty verdict.
