"Whatever he likes. And he's very successful at it, so even outside the Empire I do not know, other than that some of the knowledge the Sages had accumulated in the Vellum Citadel violated the ban. No one defies the Overlord, at least not twice - if you try and his Archon's armies don't get you, he will issue an Edict. Even with the best preservation magic on Terratus, the Vellum Citadel couldn't withstand an Edict of Fire - a volcano erupted directly in its foundations, and most of its contents were destroyed."

"I see. It seems likely I will come into conflict with such a person. What allows him to make Edicts but not others?"

"I don't think anyone knows but Kyros himself. He doesn't have to deliver them in person - he can write them and then delegate reading the Edict and enacting it to a subordinate - but if there was ever anyone else who created an Edict all records of it have been perfectly suppressed."
