What does it say about the people he met today?

Miss Militia is second-in-command of the Protectorate ENE, that is, the parahuman section of the Brockton Bay branch of the PRT. Her power allows her to manifest and use any [citation needed] weapon a human can wield. She was one of the original Wards team members before graduating into the Protectorate, and as such has been a public hero for almost two decades; the article contains a very long list of fights and other events she took part in and the weapons she has been observed using. She was born in Turkey Iraq [dubious] Syria The Middle East, It's Complicated [disputed] and is a naturalized American citizen. She has often commented in public that she loves America and is proud to serve its government. Merchandise is available in the Brockton Bay Rig store, open to the public on [these dates]!

Rune is an official member of the Empire (so, a villain). Her public debut was less than a year ago. Her power lets her 'claim' objects, even very big or heavy ones, and thereafter kinetically manipulate them; she typically uses this to create flying platforms and to launch enormous projectiles.

Krieg is a supervillain associated with the Empire Eighty-Eight, going back to its founding by Allfather over twenty years ago, but is not claimed as a formal member by the Empire itself. (Although he was in the past [disputed]). His known powers include stopping or slowing down objects and air manipulation, and he has a Brute rating.

Hellhound's legal name is Rachel Lindt. In 2009, aged 14, she gained powers and used them to kill her foster family and wreck their home. She was occasionally sighted over the following year; when approached, she was aggressive and often used her powers to assault well-meaning people. She was first sighted in Brockton Bay around a year ago, and is currently believed to be a member of the small-time supervillain gang called the Undersiders. Her power allows her to turn dogs into enormous monsters under her control.

Huh. He wonders why Hellhound attacks dogfighting rings if her whole thing is Dogs As Pokémon and she's not afraid to use it.

What's Rune's rap sheet like?

Being a member of the Empire, a criminal (subtype: supervillain) organization! Providing aid and comfort to the same! Probably various counts of assault, battery, et cetera, in these incidents in which she participated, although the wiki doesn't give an explicit account of her (or any other cape's) actions there beyond a general description of these capes "fighting" these other capes and/or ordinary humans, and then this many people being reported injured or even killed at the end of the day.

Oh that could've been worse.

What is there to know about the Empire in general? Like, are they mostly just iconographically Nazis and have beef with some sort of Asian gang, ahistorically pitting the Nazis against the Japanese, or do they go farther than that?

The wiki page about the Empire Eighty-Eight is [SUPER DISPUTED] and also [SUPER DUPER LOCKED]!

They have two decades of history, a long list of current and past members, and known associations with other organizations elsewhere in the country and abroad. They have, and have always had, an amount of capes rivalled only by the Protectorate itself. They openly and proudly admit to admiring the Nazis, and in particular they aggressively ethnically cleanse any part of the city they officially claim [through legal means] [DISPUTED] and commit or sponsor various hate crimes outside it [DISPUTED!] ...technically not officially. Very technically

They enforce these and such laws in their territory, with emphasis on public cleanness, freedom from vice, and universal community service (including their illegal 'militia'). They handle most ordinary crimes, call in the police when it suits them, and pass and enforce their own judgements when it doesn't, including capital punishment for e.g. (what they rule to be) aggravated assault, murder or rape. They patrol the borders of their claimed territory, collect taxes [DISPUTED] (that is, in addition to paying regular taxes), maintain public infrastructure, et cetera. They control 'immigration' (rents, leases, sales of lots). Even casual visitors who do not pass for 'white' endanger themselves by visiting Empire territory, although the wiki grudgingly admits people who try this are not universally murdered out of hand.

People who live under their 'rule', when interviewed, are broadly happy about all this. Of course there's one hell of a selection effect, plus fear of retribution against complaints. On the other hand, nobody claims they stop ordinary people from leaving.

They don't particularly have beef with the ABB (the local Asian gang) except inasfar as they have beef with everyone who is not 'white', the ABB has beef with everyone period, and they both claim territories and occasionally try to expand them and this predictably results in fighting. They are the two biggest and strongest supervillain gangs in the city, although the Empire accomplishes through vastly superior (cape) numbers and rigorous discipline [disputed] while the ABB does it mainly through Lung, a one-man army. Lung was captured by the Protectorate a short time ago, leaving the Empire as the undisputed [SUPER DISPUTED] strongest criminal cape gang around.

Are they fucked up about white-looking Jews or just people who can't pass?

Also, what's Rune's email address?

The wiki does not platform the Empire's racial purity rules! However, it's not very hard to find the Empire's own official website, which clarifies that Jews are such 1) by culture / religion 2) by descent from Jews according to the previous rule in the several previous generations. However, the former is much more serious than the latter; it is the difference between being born with a congenital propensity for evil and actively committing a criminal offense which you could refrain from.

The list of email addresses Rune has ever sent an email from is twenty-six addresses long. Some of these are family accounts, friends' accounts used just once or twice, two different school accounts, a corrective institution inmate account... And several personal ones, of course, of which three have been used in the past year.

She's been to jail? Why doesn't the wiki say that? Was that under her civvie or cape identity?

Are the three addresses in the past year segregated by identity?

She was jailed in her civilian identity! Even capes who go to (regular non-cape) jail have their civilian identities revealed as part of the process, but Rune (whose real name is Tammi Herren) went to jail before she triggered in it and subsequently used her powers to break out of it.

(The wiki does not include information on capes' civilian identities unless the capes want to make the link public, like New Wave does. It is... unclear in which cases the government publishes this information about villains with outstanding arrest orders, as it does with Rachel Lindt nee Hellhound.)

The three recently-used personal addresses correspond to Tammi, a 'civilian' girl attending a local school; Rune, the Empire cape; and an account used to log into the PHO forums.

School? How old is she? His ability to judge ages by looking has atrophied in the last hundred and fifty years.

Fifteen years, seven months.

...she got parents?

They live in Boston.

In Boston - do they have rap sheets of their own? Where was she imprisoned and for what?

They do not. She was imprisoned at a juvenile correctional institution in Boston for participating in an aggravated assault (the other participants on her side of the quarrel managed to escape arrest) and for making a very bad impression in court (i.e. defending Nazi ideology), also a previous conviction for shoplifting.

Is she living by herself or does she have some kind of foster situation here or what?

She's living with her uncle and his family.

Huh. Is there public record of how that happened?

Her school lists him as her guardian and point of contact.

Huh.

Anyway. He emails Rune and BCC's Tammi.

Can we talk?
