A long time ago (don't worry about it), Shelyn says to Desna, hey, you need to get out more.
It's really quite hard to find a fifth-circle Voyager of Desna. They can teleport, see. (Even he does; he's got boots now.)
It's easier, though, if Desna is watching, because She knows where all of Her people are as surely as Robin knows, usually, the location of his left arm. She nudges him, gently, along his path, and so he talks to half a dozen of them, trying to figure out how to want the right thing.
(Of course he wants an Atonement. There is one guiding star in the sky as far as he's concerned and She ordered him to get one. The problem is that this is not remotely a Chaotic or Good motive.
When he says that, Her clerics keep looking at him so sadly, like they do not know how he could possibly have gotten this strong without understanding anything about anything important.)
It's not that hard, surely. You like helping people. Remember when you were young, and it was your favorite thing? That guy is hiding scared under centuries of pain but you're still him, somewhere, aren't you? Freedom is for everyone and you. Let him out.
