What are his priorities here? He needs to end the evil afterlives. He's been trying to make it happen as fast as possible, but that's wrong. It's been going on for thousands of years, and can for thousands more. He needs to maximize his chance of it happening at all.
What are his resources. Godhood, eventually. Seshka, potentially. She doesn't want the world to end. The universe they're making, though he also needs to be responsible with it and not just treat it as a weapon.
If Seshka becomes a God, what happens? Who would she be, when she no longer needs to fear betrayal from anyone? Beyond the fear of pain and death? What world would she want to make? He doesn't think she'd be as bad as Norgorber, and even Norgorber opposes Asmodeus. And if she could really understand the scope of the evil afterlives, would she be moved by them?
Two gods are stronger than one. Probably, even if they share worshippers. And he has time. Time to sway her, to try to help her become the sort of person who ought to be a God.
