Sapphire wakes up on... the surface of the moon? It's white and dusty and gravity feels weaker than it should. The sky is dark and she can see the Earth and Sun in the distance. Her right hand bears a glowing indigo ring, her left holds a similarly colored staff.

If Sapphire is paying attention to that faint sensation in her metaphysical insides, she may feel a greater connection to the Indigo Light inside her ring and staff. She could use it, if she wanted to, but right now it's not doing anything. It feels like its waiting.
Scan for somewhere people are coordinating disaster response. She wants to confirm that's what people want before doing something potentially drastic.

She begins moving and in a few moments touches down in a street outside a small grocery store across from a field with a few tents. It is mid-morning. People nearby stare at her, looking confused or scared. (This may be related to her brightly glowing staff and ring.)
There is a man standing outside the convenience store, smoking a cigarette. He takes a few steps towards her and says something in spanish.

The ring plays a recording that sounds like the man's voice, "Who are you?" and a moment later, "Miguel, can you come out here?"
Ring bidirectional translation please. She assumes that works and then speaks. "Hi there, sorry my translation wasn't working at first. I'm looking for someone in charge of the relief efforts do you know where I could find one?"
"Oh sorry, I'm Sapphire Eyestone. I'm a bit like a green lantern. Different color but I can do the same sort of thing. I came to help with the hurricane relief efforts." Ring can we fix the power and water infrastructure locally?

Not feasible to restore power locally without repairing large parts of regional electrical system or constructing new electrical infrastructure. Repairs to water system are possible, but existing infrastructure does not entirely match records available on network. "I haven't joined yet. I was talking to one of the local green lanterns earlier and I'll be talking to him tonight so we'll see what happens. I'll see what I can do about power and water."
What's broken in the regional power infrastructure? Are power plants destroyed, power lines, are fuel deliveries delayed?
