Uh - given enough time they could set up somewhere else the way they're set up in Valinor and then tell wizardry to stop working the way they broke the necklaces. But they don't want to have too many of them away, lest Sauron attack.
(They shut down wizardry in Valinor, as a precaution.)
They could try talking to him and asking him to surrender?
...they should probably announce the wizardry shutdown so people know why they suddenly have to go back to doing their laundry by hand. Also time might not be infinitely available, especially time-while-Sauron-is-on-this-one-planet.
...they can keep "hope Sauron doesn't think of the possibility that Valar might have learned to lie" in reserve.
Well, they could discuss things with the peal on the network but they disabled wizardry so actually now they can't.
They can't be more selective about it? ...And this might not even stop someone from being summoned out of Valinor from elsewhere.
They did manage to stop Elspeth from teleporting by sorcery that one time, that thing might work.
If that takes a while somebody from the peal can just do it, it won't take long.
