A sector pass is permission to dwell in one of the inner city sectors, which can afford higher standards of living than the outer city that you saw earlier."

"They can be purchased, awarded by lot, or awarded for in-demand skills or other merit, provided the recipient passes a basic security review, mostly consisting of checks for connections to violent groups and past criminal behavior.
