Lev goes to the Halloween party early, well before the 8pm trick-or-treating curfew. So the streets are full not with people wearing slutty costumes and fucking up against the wall, but with screaming gleeful children. This is not, Lev was informed when he was invited, going to be a Halloween party that's basically an orgy.
