"Didn't think of that - do you have ideas - it'd have to be somewhere that'd let anyone in -"

"You might actually want a sea portal in that case, a lot of countries on Earth are very picky about people coming through."

"Ulmo'd probably be easy to talk into a sea portal, but then that's a whole new lovely set of logistics making some kind of entry setup - I guess we could do all the processing in Endorë -"

"Processing like -?"

"I would like anyone who wants to come live there to be able to do that, but you probably shouldn't, say, be able to flee a child custody dispute or a murder investigation -"

"Right. How do you figure you'll screen for that?"

"I bet I could figure it out in a personal conversation, but that doesn't scale - we can just set up treaties with everybody, but that'll take a while - I suppose it'll take a while to set up the infrastructure anyway -do you think an independent nation in Endorë's even a valuable priority -"

"...as opposed to?"

"Spending all our money on public works projects on Earth and all my treaty-negotiating time trying to convince Earth nations they'll get more favorable trade deals if they lock fewer people in cages as punishment for eating evil plants?"

"The evil plants thing is pretty stupid," acknowledges Isabella. "But it's not actually crazy to try to get policy changed by setting an example - people are already talking about Valinor as an example and other people are dismissing it because you're Elves and don't count, proof-of-concept with humans would be a big deal."

"I'm hoping for the same thing with respect to setting an example of a non-Valar-run Elven polity. Though that's less urgent, bad governance with Elves has - a higher floor."

"Higher floor?"

"The worst-case is a lot less bad. If evil plants were outlawed here people'd just - not eat them - and if they did it anyway there still wouldn't be cages involved -"

"Well, of course there wouldn't be cages involved, that's sort of a different proposition with Elves."

"I might be overreacting on behalf of humans but human cages still sound pretty unpleasant."

"Oh, they are, just in a way that doesn't have as clear-cut an effect on policymaking."

"We would have to figure out how to do our own justice system, probably, but somehow I bet we could do better than any of the human governments."

"Any preliminary ideas?"

"Not really. I recognize 'they'll be like Elves once they're in nicer conditions' is excessively optimistic, but -"

"Well, some people probably will, and I don't actually know how many because a large population of humans in Valian conditions or whatever has not been tried..."

"But we probably shouldn't count on it."

"Yeah, alas."

"Want to play a tediously realistic game of Governor, poke holes in all my crime-handling ideas?"

"Ooh, sure."

She has so many crime-handling ideas. Something about the format helps makes her rather immediately conscious of their loopholes.
