He could probably get people to declare it a war crime to develop military applications for Draak-derived knowledge and cover it that way?

Draak have military applications for Draak-derived knowledge. And haven't signed any war crimes treaties even besides that. He'll have to think about it, and maybe talk to some blues.

The conspiracy is specifically about preventing blues from finding out.

...And if he wants to discuss war crimes right after announcing technology sharing everyone will be suspicious that it can be used to make weapons.

Yes, that's true, but he can decline to tell anyone how it's done unless they'll sign a treaty.

They are probably suspicious of that anyway. And depending on what they want Draak to agree to in return... Hmm. Like he said, he'll think about it.

Some of the other greens aren't aware of the conspiracy and are just willing to go in protective gear to the Draak planet, if for some reason being there is necessary (is it? maybe they could just have lessons here?). Or since Draak are telepathic, they could just stay in their ship module the whole time and learn through it. (If, again, they have to go to Newhome for some reason.)

The point of bringing greens to their planet is so that Draak can come and go without much disruption to their lives or tying up the existing FTL ships, which are going to start exploration missions soon. He was hoping they could invite Amentans to their planet and have them be comfortable in some place despite what happened last time, possibly something burned down to bare bedrock where no Draak will set foot and with fences and magic to repel animals and birds. Ship walls would interfere with telepathy.

Burning the place to bedrock and keeping everything out should be good enough.

(Hopefully it will help them be less paranoid about it in the future.)

Are there any theologians in this crowd?

There are a couple, not here about the nuclear physics thing but just around for the conference purposes.

It's not going to be politically feasible for him right now, but if he managed to get every cannibal Draak to undergo the radiation purification, what else (in broad strokes) would need to happen before their planet could be considered clean?

Well, the other stuff the cannibals touched would have to be cleaned or destroyed, same with any other Draak corpses around, they'd need well-managed waste disposal procedures.

...That's all unlikely to happen in the near future. He could maybe sell universal incineration of bodies, but he's not sure it's even possible to have global waste disposal standards - especially not ones that most Draak would actually care about - and bribing people to be willing to destroy or clean their stuff would be ridiculously expensive.

Perhaps he should go talk to the blues now.

There are plenty of them around! "What can I do for you?" asks Amseli.

I'm growing increasingly pessimistic our kinds could ever actually share a world.

"It... would require some pretty serious adjustments to bring a Draak population well into line with international pollution control treaties. Individual motivated Draak seem able to live with us but the reverse seems more difficult and I'm not sure how it would be possible to arrange for young Draak to consistently grow up behaving cleanly by our standards."

The Architect is never going to let me install pollution standards as they exist now on our planet. I think we could manage population control - we see the problem as well as you do, there. But pollution...? It's a superstition and a fantasy to many. If I did try to install your pollution laws she would actively flout them and I would not be able to do anything about it.

Amseli restrains a wince at the idea of the Architect going out and devouring a random person specifically because Amentans can't tolerate it. "Then it's better not to try. But on new worlds, if we ever find them..."

Separate Draak and Amentan lands, with Draak who can tolerate cleaning themselves and Amentans who can tolerate everything not being verifiably non-infectious visiting each other. And no food exports, I suppose.

"No food exports. We'll have to take meat plant seeds or cuttings and grow them ourselves and so on."

The Senate decided that I could teach construction of nuclear fusion power plants if I get a good deal and secure Amentan teachers to spread knowledge among Draak in kind. But I have concerns about Draak-derived knowledge changing the nature of war here. I don't understand organized war no matter how many books I read but I don't like it. It makes me feel unsettled. Enkindled soldiers, military ships powered by such powerplants... Even my healing artifacts are a new element in the calculus of violence, though I plan to make and sell them anyway because something that only heals should be an overall stabilizing force.

"Do you have questions about how we conduct war here I could answer for you?"

I want to learn more about the existing war crimes treaties, what led to them, how they interact with decision making, how decisions on ambiguous cases are made... And more context on what leads to a war and what happens during one, too.

Amseli can give him an overview on these things. The most recent forms of all the international war crimes treaties was formalized after the dissolution of the Oahk Empire. They are about clearly defineable tactics with a humanitarian cost out of proportion to their strategic value, either in use or as threats. People basically don't commit war crimes and when they do this is followed up on very seriously by an uninvolved country's court; here are some times it's happened (Ereith's king got executed over it one time, etcetera, etcetera). Wars happen when two peoples cannot compromise, and they do try pretty hard.
