Victòria really doesn't want a bodyguard. 

Probably this is kind of a stupid thing to want, or at least Enric and Alicia (and Delegate Bainilus, but she doesn't care as much about that) seem to think so. When she tries to think about her reasons, they mostly feel kind of stupid, apart from not wanting to kill innocent people, which — she really doesn't trust Chosen Artigas's explanation there, but it could be true. It would be wrong for her to murder innocent people just to save money, but... probably if there are innocent people volunteering to risk getting murdered by other people, that's not really the same thing? It's not like she'd be making anyone murder her. 

And if she talks to the bodyguards and they all say that they were basically assuming they'd be protecting random people that no one actually wants dead, she can just decide not to accept a bodyguard.

Towards the end of the day, she heads over to the desk where they're supposed to go hire bodyguards and looks around for someone to talk to.
